A brief history of C4L’s training background
In 2001, new accreditation requirements changed the delivery of skills development in South Africa. This changed the strategic direction that C4L was going in up to that time.
Then in 2009, The Department of Education was split with Higher Education emerging as a Ministry in its own right. More recently in 2011, government mandated that public colleges are to be the providers-of-choice for TVET-level training. Especially where government is funding the training. This was another game-changer for C4L. It meant no more “public courses” that were sold by the seat. To get “bums on seats” we had to change the narrative…
Our role changed to Project Management of “bulk” training projects. That is, in joint venture with accredited training providers. However, we can still offer some Non-formal training. For example, in countries other than South Africa. Or even in South Africa, as “motivational” or “refresher” training. These are simply called “non-formal” but they still have a lot to offer – even though they are not accredited.
C4L does more Mentoring and Incubation on an “outreach” basis – sometimes called on-the-job accompaniment. This is distinct from “off-the-job” classroom training. Another aspect is our emphasis on OD and community development. These roles are archetypical for “peer NGOs”. In turn, this led to an intentional decision to downsize our campus facility.
But of course this cost us one income stream – from renting out our training facility.
The non-formal training that C4L offers at present is thus ad hoc. By nature, it cannot be proactive, and is no longer offered by the seat. Clients would be NGPs or even donors with a “family” of NGO partners.
There are some niches that accredited training has not reached yet. For example, the management of nonprofits, and running a cooperative, and even Corporate Governance for these two kinds of entities.
So C4L can and does still generate some income from actual training, albeit less so than previously.
